Key Legislative Updates to Vaping in 2025
1. Flavour Restrictions Tightened
From 1 March 2025, the New Zealand Ministry of Health has expanded flavour restrictions. General retail outlets (like dairies and convenience stores) are now only allowed to sell flavours that fall under tobacco, mint, or menthol categories.
Specialist Vape Retailers (SVRs), like EasyPuff®, may continue to sell a broader range of flavours, including fruity and dessert profiles, but must meet strict criteria and undergo registration renewal annually.
What it means for you:
You'll need to buy your favourite flavoured e-liquids from registered SVRs either in-store or online. Always check the store's licensing to ensure compliance.
2. Nicotine Strength Limits Enforced
The maximum nicotine concentration for nicotine salt e-liquids has been officially capped at 35 mg/mL under the updated regulations. This change aligns NZ with global safety recommendations and aims to reduce the risk of dependency among new users.
What it means for you:
If you previously used stronger formulations (e.g. 50 mg), you'll need to switch to compliant options now available in 20–35 mg/mL strengths, which still offer a satisfying hit, especially when paired with effective pod systems.
3. Plain Packaging Introduced
In line with tobacco legislation, plain packaging laws for vaping products now apply. This means all vape products must use standardised, non-promotional packaging with specific warning labels and no bright colours, images, or brand-specific designs.
What it means for you:
While packaging may look more generic, the product quality remains unchanged. This law is focused on preventing appeal to minors rather than reducing adult accessibility.
4. Disposable Vapes Phased Out
As part of the Ministry's crackdown on youth vaping, disposable vape devices are being phased out throughout 2025. Importation bans are already in place, and retail sales will be prohibited after 1 October 2025.
What it means for you:
If you use disposables for convenience, now is a good time to explore rechargeable pod systems or starter kits. These are more cost-effective, eco-conscious, and remain fully legal.
Supporting Smokers While Protecting Youth
The government's dual aim with these changes is clear: continue offering vaping as a harm-reduction tool for smokers, while minimising exposure and appeal to young people. Specialist vape retailers, including us at EasyPuff®, NZ's Authentic Vape Store, play a vital role by educating adult users, verifying ages, and supplying high-quality, compliant products.
